UK and France to Deploy Troops to Ukraine in the event that a Peace Deal is Agreed

The British and French governments have inked a declaration of intent concerning the deployment of troops in the nation in the event a peace agreement be struck with Moscow, the UK Prime Minister, Sir Keir Starmer, has stated.

Following discussions with Ukraine's allies in Paris, he said that the allies would "create military hubs throughout Ukraine and construct fortified installations for weapons and defense matériel" to prevent any future incursion.

The coalition members also proposed that the US would play the primary role in monitoring a halt in hostilities.

The Kremlin has repeatedly stated that any external forces in Ukraine would be considered a "valid objective", but has not yet issued a statement on this recent declaration.

Context and Continuing Conflict

The Kremlin's head Vladimir Putin began a full-scale invasion of Ukraine in early 2022, and Russian forces currently holds about 20% of the country's land.

"This represents an essential component of our pledge to stand with Ukraine for the duration," remarked the British leader.

Heads of state and high-ranking officials from the "Partner Group" were involved in the Paris negotiations.

Speaking at a shared media briefing, the Prime Minister further said: "It creates the pathway for the juridical structure under which British, French, and partner forces could operate on the ground in Ukraine, protecting Ukraine's airspace and waters, and regenerating Ukraine's defense capabilities for the future."

The British leader added that the UK would be involved in any Washington-directed verification of a potential truce.

Security Guarantees and Diplomatic Positions

Lead American diplomat Steve Witkoff said that "durable safety pledges and strong prosperity commitments are vital to a enduring ceasefire" in Ukraine – referring to a central condition made by Ukraine.

The negotiator said the coalition had "substantially agreed on" their work on agreeing such pledges "in order that the people of Ukraine know that when this war ends, it ends permanently."

Donald Trump's son-in-law, US President Donald Trump's advisor, also was involved in the talks.

Meanwhile, President Macron Emmanuel Macron stated that Ukraine's supporters had made "major headway" at the talks.

He said that "strong" safety pledges for Kyiv had been reached in the case of a prospective truce.

President Volodymyr Zelensky commented that a "major advance" had been made in Paris, but cautioned that he would only consider efforts to be "enough" if they led to the end of the conflict.

Last week, he suggested a settlement was "largely prepared". Finalizing the last 10% would "determine the future of the peace, the destiny of Ukraine and Europe".

Remaining Challenges

  • Territory and security guarantees have been at the forefront of key disagreements for negotiators.
  • Moscow has consistently stated that Ukrainian troops must pull back from all of Ukraine's eastern Donbas or Russia will seize it, rejecting any middle ground over how to finish the war.
  • The Ukrainian President has to date ruled out surrendering any land, but has proposed that Ukraine could pull back its troops to an designated point – but only if Russia reciprocates.
